Yes, it could have been clearer. One possible interpretation which accounts for 
C(2)=2 is that after 2 time steps the possible arrangements are:

(1,1), (2,0), (2,1);   the lower amoeba split
(1,0), (2,1), (2,2);   the upper amoeba split

Later I will check if this interpretation is consistent with the other example 
values...
