Certainly there is nothing stopping it as long as phones are routable. For
example they all get their IP addresses from same wireless access point or
other mechanisms (mesh?) that allows the phones to find each other by IP
address.
Freenet would need to be running in Darknet mode since seednodes would not
be accessible without an internet connection.
