Put it where you look for it -- a genius principle.
The immutable pages seem to be ones that the PTB's (or was it PHB's? I
often get them confused.) set up so that their words don't get mangled.
Setting up a page consisting of just a pointer to that page, with
keywords as desired seems a good workaround, except perhaps for the
possibility of linkrot should thos target pages be moved.

"you", meaning "if one did not know how to edit the J wiki", I'd say that
this is something one should learn to make better use of the resource,
including adding one's own keywords. As I mentioned to Skip, I don't think
this is a very high barrier.
However, this does bring up the point I also mentioned in my last reply to
Skip: there are immutable pages in which the keyword pragma is hidden - it
can only be seen in edit mode as far as I know.
In any case, this keyword idea is a good, simple, partial, short-term
solution. Now all we need to do is make sure it's well-known. I've added
it to my own "Wiki tips" page. I find this page helpful just for my own
reference to help me recall little "gotchas" I've encountered and overcome
but use infrequently enough that I might forget them.
