Raul,

In spite of githib's provided mime-type, you should be able to
download the file directly to your device via:
https://github.com/mdykman/jconsole_for_android/blob/master/dist/j-console-1.0.1.apk?raw=true
and save the file.

When you open the saved file, it should kick off the install.  I just
tested this package in this manner not 10 minutes ago from an ASUS
tablet and I have several reports of success on phones from android
2.2+.

You will have to enable non-market applications in your setting first.
