Yes, I see what you mean.

I did a quick test and put an Internet domain in the hosts file. After
rebooting, browsing to that domain went to the local server, even though the
Internet was connected.

I need to keep things simple for my own sanity, so I think I'll just tell
the students to go to one domain when the Internet is up and a different one
when it's down.
