FWIW, I recently found a great way to serve Ogg streams -either live or from pre-recorded media- to users, minimizing the need for them to install any plugins. It is still not 100%, but at least it works as reliably as FLV-based players, and video tends to run smoother. Plus, Theora's codec is way superior quality-wise to the low-bandwidth H264 ones. http://itheora.org/ It is basically a piece of HTML+Javascript that displays the Ogg directly using browser-provided facilities (i.e. newer Firefox versions, machines where VLC is installed and "owns" the media extensions) or a Java application (the Cortado Ogg player).
