You don't need to set a document root for reverse proxy rules. An existing directory in your local filesystem is not required either. All requests matching that rule will be sent to your backend anyways. Make sure you made the rule a "Directory" match and set the directory match to "/ipcam". Additionally, the balancer type pretty much doesn't matter when there is only one backend sitting on your information source.
