Here's what I come up with...

The 3970010 is a small block and was used from 1969-1975.  In '69 it was only 
available as a 4 bolt.

V = Flint, MI Engine Assembly Plant
12 = 12th month = December
18 = 18th day of the month
CKS = Engine code suffix

1 = divisional id no., Chevrolet
6 = model year  something's not right here, unless this block was used in a 
1976 vehicle.
N = car's assembly plant, Norwood, Ohio
561479 = last 6 #'s of the car's VIN
