If I may ask, what is a COPO?

My 65 Elky has the same deal.
The VIN says it's a 13580, custom 6 cyl. But the Cowl tag says it's a
13680, custom 8. The years and the manu plants match, 65/atlanta .

the color/decor options listed on the cowl tag seem to match too.
So, is this a rare thing? Somehow, there was a mixup at assembly?
