I would think the "curb" weight for a car is measured similar to the "wet" weight for a motorcycle - all fluids except fuel.

I'm not Larry, but curb weight is the empty weight of the vehicle ready to drive; gas, water, oil, etc. but w/o the driver.  Unfortunately, they never specify how much gas, but I would assume a full tank to be fair to all vehicle models.
