Probably depends on the version of Outlook you have, but with Outlook 2000:
 
Select Tools > Options.
Third tab is Mail Options
Click the box that says "Use Microsoft Word to edit e-mail messages"
 
Outlook 98 or some flavor of Express may be a bit different.
