>From what I have seen, The 69 SS 396 Malibu should have the small trim piece between the headlights. A 69 SS 300 deluxe may not have them since the 300 grill does not have the center trim bar. I think many cars do not have it today because of a new header installation or other body/paint work where they just didn't replace the small parts. I have them on my 69.
