I have never heard of that and seriously doubt that they will do that here
in NY. It's too easy for them to get beat by the customer and it's also
extra work for the postal carrier because they have to follow up to make
sure you pay. Also, in New York City, we don't have mailboxes on the
sidewalk in front of each building. The postal carriers walk their routes
and they only deliver. They don't pick up anything at all. Outgoing mail has
to either go into the public box on the corner or be dropped off at the post
office.

there is an envelope with the cost on it, i put the money in and put it back
in the box---
