Ron, I have run in to the same kind of problems and I know how frustrating it can be. Go back to the basics. With the switch in on and start positions you should have a full 12 volts going to the HEI unit and also at coil positive. If both are good, the coil should fire. A good auto repair shop should be able to test your HEI unit. If you don't have one go get a cheap in line spark tester. That will save a lot of guessing. And good luck.
