While I appreciate the efforts to release Dr. Binayak Sen, I would like to
ask the following question to activists.

1) Why he had chosen to meet a convicted Naxlite in jail for 27 or more
times.; there are jail doctors, who are supposed to take care of the
Naxlite.

3) Why he is unable to get bail from any of the courts ? Does it mean that
police has got strong evidence against him ?

Why do activists have sympathy with Naxlites ?

SO far the "Free Binayak Sen" campaign has been confined to only Activists
and you know it doesn't have any impact.

In parliament, one MP tried a question and BJP MP Kharbela swain strongly
protested that.

To seek MPs support, first you have to convince people that he is innocent
by answering above questions.

Free Binayak Raipur Satyagraha update: 30 March 09

Dear friends,

The third batch of 90 protesters took part in the satyagraha for the release
of jailed human rights and health activist Dr Binayak Sen, in Raipur today.

All 90 protestors have courted arrest. The courting of arrest occurred after
the satyagrahis were detained at Subhash Stadium by the Chhattisgarh
authorities, following peaceful non-violent protest. They were all later
released.

Chattisgarh Adivasis rise up

The Adivasi homeland areas of the State of Chattisgarh bordering Jharkhand
last week saw an unprecedented historical rally and public meeting where
over 20000 people mostly Adivasis and Dalit participated.

For thirty five years the Sangh Pariwar has been building up this Adivasi
homeland belt by using the Adivasis for their political gains. This included
geting Adivasis to fight Adivasis on the basis of religion.

This is also the area where the BJP government has launched their notorious
anti-Adivasi, Salwa Julum pogram.

The pogram of spreading communal poison and the power of the State (remember
the incaserating of Dr. Binayak Sen) saw years of fear politics on our
Adivasi peoples. In the past decades not a single non-pariwar public
programme could be organised here. Resulting in a flood of mining companies
usurping Adivasi lands. The culture of silence has just been broken

Here are some news from South Bastar from last few days which I would like to share with you. This is for your kind perusal and appropriate action :

1. People of Lingagii were forced to catch fish for Police, CRPF and SPOs on the day the day the villagers were brought back to the village after Chief Secretary's intervention with the help of Human Shield volunteers of Vanvasi Chetna Ashram. As you know police was not allowing people of Lingagiri to go back to their village before that

2 After Lingagiri when people from Basaguda showed their interestt to go back to their village, first administration did not give them permission to go back to their own homes. When people decided to go back to their homes anyway with the Human Shield volunteers of Vanvasi Chetna Ashram and hired tractors to carry their stuff the Police filled tractor of basaguda people with their own stuff,and villagers could not carry their own luggage, though villagers paid for the tractor

3 Police have picked husband of Kumari a rape victim who was put in jail, now on bail and his two younger brothers from vechapal village in Bijapur district.this week

4 The news of killing of four people in Tarlaguda is suspicious and requires more investigation.People fear that it may be police act to disturb the rehabilitation campaign

NEW DELHI: Despite being invoked as a worrying security threat, naxal
violence is hardly a poll issue despite the Red ultras having
established a
massive network of supporters and carving out pockets where their writ
is unchallenged.

The reason why naxalism is not really a poll issue is that it does not
influence or affect voting even in the 25 constituencies with a
significant presence of Maoists. The ultras have not been able to
impose their poll boycotts nor have they been able to subvert results
in a manner that would force the political establishment.

There has been talk of a covert understanding that saw Left wing
extremists "backing" the Congress-TRS-Left combine in the 2004
elections but even in other states the voting percentages in these
constituencies have on the whole risen. Even though naxal violence has
claimed 5,000 lives in the last 10 years it is not a talking point in
elections.

At most, the issue is a security concern for police forces in
naxal-affected areas as Election Commission's statistics on the last
two Lok Sabha polls show most of the 25 parliamentary constituencies
recorded higher voting in 2004 as compared to 1999 quite in contrast
expanding zones of Maoist influence.

The 25 severely naxal-affected parliamentary constituencies are
Khammam, Karimnagar, Warangal and Mahabubnagar in Andhra Pradesh;
Aurangabad, Jahanabad and Gaya in Bihar; Chatra, Hazaribagh,
Lohardaga, Palamau and Singhbhum in Jharkhand; Bastar, Kanker, Surguja
and Rajnandgaon in Chhattisgarh; Balaghat in Madhya Pradesh; Chimur
(Gadchiroli) and Bhandara (Gondia) in Maharashtra; Deogarh, Koraput,
Sundargarh and Sambalpur in Orissa and Burdwan and Midnapur in West
Bengal.

Although there are some other constituencies which witnessed worrying
levels of naxal violence, there have been relatively higher number of
incidents - affecting 20 per cent of police stations - in these 25
seats.

While 15 of 25 constituencies recorded higher percentage of votes in
2004 as compared to 1999, three witnessed almost the same turnouts.
Only seven saw decline in voting percentage with Chhattisgarh
recording a decrease in Kanker and Surguja. However, the worst
affected constituency of the state - Bastar - recorded a sharp
increase in 2004.

Similarly, EC's statistics show that 15 out of 25 such seats had
returned the same political party in 2004 which had won these
constituencies in 1999 with eight of them even going in favour of the
same politician or their close relatives in the same political party.
The maximum eight went in favour of the BJP stalwarts followed by
three of Congress and one each of RJD, CPI, CPM and BJD.

Poll records of 1999 and 2004 general elections show that the BJP won
majority of the naxal-affected seats. While the party won 15 out of 25
seats in 1999, it had nine in 2004 polls. On the other hand, Congress
won four seats in 1999 and six seats five years later followed by RJD
which won four (three in Bihar and one in Jharkhand).

The situation was, however, different in smaller states like Jharkhand
and Chhattisgarh where five out of 14 and four out of 11
constituencies (over one-third) respectively come under the severely
naxal-affected areas. In both these states the naxal issue dominated
the polls due to large tribal population there which provides recruits
for Red ultras as also for the anti-naxal Salwa Judum.

Chhattisgarh has seen naxal-affected areas repeatedly backing BJP.
While the party had won three seats in Red zone in 1999 general
elections, it improved its tally to four in 2004 -- indicating how in
these tribal-dominated areas, cheap foodgrains and Salwa Judum -- saw
tribals voting saffron.

Prem Bhatia Memorial Scholarship
for Young Journalists, 2009

The Prem Bhatia Memorial Trust offers two Scholarships every year for
Indian Journalists between the age of 25 & 40 for research in Media
related subjects, which are topical and relevant to the Indian Scene.

Each of the two Scholarships is for Rs.75,000 for one year, sponsored
by the Sir Dorabji Tata Trust. The Scholarship amount is given in four
instalments. The first instalment is given on May 8th and the
remaining three instalments after each quarterly work in progress has
been approved by the selection committee. In addition, at least two
articles on the Research Topic should be published in journals or
newspapers. These scholarships are only for journalists working in
India.

HOW TO APPLY

There are no application forms, but applicants should send a covering
letter which includes

* an up-to date biodata
* a synopsis of the proposed subject of research
* three clippings of recently published articles, and
* a reference from the candidate’s Editor, employer or, in the case of
self employed candidates, other suitable persons.

As the scholarships are awarded to the selected candidates at the
annual function of Prem Bhatia Memorial Trust on May 8, each year, all
applications should reach us latest by March 31, 2009. Applications
