Dear all

As shared earlier, the preparatory meet by Bilaspur team for DCM 4 is to be held as per here below:NEXT PREPARATORY MEET FOR DCM 4
to be held at the office of Shri Upendra Vahinipatiat SUN COMPUTERS. Near Metro Studio. Pratap Talkies Chowk, BilaspurDATE:  31ST MAY, 2009 (SUNDAY)TIME:  11 A.M onwardsAgenda is stated here below:1. List of members who have confirmed their participation so far. 2. Review of arrangements made for holding DCM 4 at Ratanpur in view of the extremely poor confirmation. 3. Discuss about the opinions expressed at the group with respect to DCM 4.4. Finalisation of arrangement for transportation from Bilaspur to Ratanpur for those members who have confirmed their participation for DCM-4.5. Discuss on the suggestions receieved, if any from the moderators.6. Any ohter matter, with the permission of chair. As is already informed to the members of the Bilaspur team, It is again requested to all them and also for those members who are at and near Bilaspur to please make it convenient to attend the meet.

Dear Smita ji�Regarding the mail that speaks of wooden toilets, I am to inform you that that the premises where we are going to have the DCM 4, there are enough toilet facilities as such, there is no need for practical purposes. Yes, for demonstration purpose, if they want, they are most welcome. Regarding their not contributing any thing, it will not be a problem as we shall decide at our next prepartory meet which is going to be held tomorrow, at 11 A.M. as scheduled at Upendra Vahinipati ji's Sun Computer office, that is located near Metro Studio, Pratap Talkies Chowk, Bilaspur. Proceedings of the meeting shall also be released promptly any time around �2 PM as we expect the meeting to be over by 12.30 PM. You are requested to please advise us if any point that you or other moderators wants to be included in the agenda.�Your another mail also in the group addressed to Samuel and others tries to give an impression to the members that the gradual
increased participation at the DCM 1-2 & 3 were the result of hard work done by Shri Shubranshu ji who had personally interacted with various people for almost about three months. Well, if you mean that we the members of Bilaspur team have not done so, or you expect us that we should also personally interact with those members to pursuade them to participate at the DCM 4, the very purpose of being members of e-group is defeated. I am not a buyer of such statement.�True it is that Dream CG meet is an opportunity for those members who do not like to write but are very much part of the group. But what is the logic that you try to explain by sharing them they make calls to you on telephone? How can we taken such calls of yours as a group activity? If those members who prefer to remain silent even to confirm their participation and still you expect us to look at them what they speak even in their silence? When there is no exchange at all at the egroup
particularly about DCM 4, except by those members whom you can count in your fingers, how as the organising team member, or other members should establish live exchange?�Question is of not only arragements but also committment. We have tried our best to organise the meet nicely but if there are no buyers, whom we should sell? We are going ahead despite all odds and not pulling down the shutters. We respect Rahulji's sprit and assure him that we will give enough weight to his views.� Even now when the renewed extended deadline for confirmation that is 30th May, is near to its end, we are at the same place where we were on 25th May.While Shri Vijendra has confirmed. Samuel has gone. Same six persons till now who have confirmed their participation, in a group that is stated to be having over 1350 members. ��

moderator's note-
I shared my experience. There was nothing implied that I did not write.
We are considering cancelling the meet-to me that is sad. I am doing my best to generate response and facilitate communication.
I am not sure why this mail sounds like a scolding to the members for not responding and to me for responding- but it does, and I am clueless as to what I can undo now.

What I understand from your mail that in all the last three annual meets, there was increase in number of persons participating. Having seen the secret document doing the rounds, I'd add that it forms an essential part of the new National Mining policy, which came about through the Hoda committee, & has this fast-tracking as its central point, seeing the role of Govt to keep 'arms length', & be a facilitator for the mining companies. It's noteworthy that a Director of Rio Tinto commended Hoda's work in a speech at a high level UK-India business meet in London, 2006, saying that India would not be attractive for mining companies unless clearance procedures were greatly speeded, and 'security of tenure' was.ensured, meaning a prospecting lease would go 'seamlessly' into a mining lease. In other words,  In other words, the NMP and fast-tracking of clearance is aimed at accomodating foreign mining companies..
 
What's noteworthy in the key sentence in the covering letter of the Finance Ministry document from the 'group of experts' is a total lack of logic:- 'Recognizing the critical importance of environmental protection, community rights & sustainable development.... we have recommended the rationalization of existing procedures & guidelines with a view to reduce the time taken in according the clearances & remove operational bottlenecksfor the entrepreneurs & project proponents.'
If they really recognised the critical importance of environmental protection & community rights, they would obviously have made the clearance process much more difficult and longer, not faster. The speed of clearing reserved forest for mining projects has increased hugely in the last few years. If India's forests are not to be wiped out in the next 20 years, environmental laws must be made stronger, not weakened like this. We all know the appallingly shoddy standards in many EIAs, and the antidemocratic form that Public Hearings often take.   
 
The NMP is similar in its distortion or turning upside down of key issues. E.g. the Samata judgement is quoted with approval as if it merely required better R & R, whearas its main thrust is that tribal land in scheduled areas is supposed to be inalienable.
Self-regulation is the key, & the NMP quotes the 'Global Reporting Initiative' principle from the MMSD report - Mining, Minerals & Sustainable Development: the group overseen by Rio Tinto & other top mining companies to get past campaigners' demands for proper regulation worldwide. Self-regulation is, obviously, no regulation at all - neither scientific nor democratic.

Dear Moderatos and membersI am to inform you all that at the end of the renewed deadline for confirming the participation of members at DCM 4, we again stand on the same position that we stood at the end of previous dead line that was 25th May, 09. Despite the last date for confirmation of participation extended, despite three earlier reminders and again after extending the date, appeal of moderators, there is no change in the number of persons who have confirmed their participation.   As on date, when we are going to have the preparatory meet within less than half an hour from now, the confirmation position so far is stated here below:1. CG. The above list shall be placed before the Bilaspur team of organisers to take appropriate decision, taking in to consideration the views expressed by Rahul ji. Decisions taken at the meeting will be released at the group any time after 2 PM to day.
