the only course seems to be to file an affidavit in the supreme court in the case that is pending there in which the destruction of VCA and these other illegalities of the state can be detailed.

Village Kamanar of Dantewada district was attacked on 3rd May, 2009 by Jagrgunda Salwa Jundum vigilantes, SPOs and security forces combined.

This attack party looted cash, grain, livestock vessels,clothes of the villagers. Tribals of this village approached us on 28th May for help and we took them to superintendent of Police Dantewada with a written complaint and a detail of loss of each villager.

S.P. Dantewada asked us to give him two days to investigate into the matter..

Today I phoned S.P. Dantewada and asked him about the progress of his investigation on the Karmaram village complaint. He responded that the villagers are telling lie and the force didn’t enter the village on that day.

We are feeling very helpless and seeking your guidance what to do?

Mangalore: Western Ghat Task Force Recommends Banning of Mining in Ghats

*Mangalore, Jun 2:* Western Ghats Task Force has recommended to the
government to enforce total ban on any kind of mining activity in the
Western Ghats, because of the fragile and sensitive nature of the
biodiversity and environment of this sector, said Western Ghats Task Force
president Anant Hegde Ashisara. Addressing a press conference here on Monday
June 1, he said the government has not issued any fresh mining lease after
the recommendation was made.

The Task Force, set up about six months ago, will be submitting an
exhaustive report to the government on the rivers originating in the Ghats,
conservation of hyper sensitive areas of the region, biodiversity,
protection of wild life etc., which will include appropriate recommendations
on these aspects. A preliminary report had been submitted to the government
three months ago and by June end, the integrated report will be submitted to
the Chief Minister, he explained.

Schemes are being framed to protect vegetation and biodiversity, including
the protection of Devarakadu and Naga Banas in the state. A survey on them
is in progress. The government has set aside a sum of two crore rupees for
this project, he revealed.

The task of identifying highly sensitive areas as far as biodiversity and
environment are concerned is in progress. There are over a hundred such
spots, spread over nine districts of the state, including Yana in Uttara
Kannada district, Ambarugudda near Kodachadri Hills, Amnaghatta near
Hosanagar etc., which have already been declared as sensitive regions. The
task of identifying such spots in Udupi and Dakshina Kannada districts is in
progress, he said.

During June this year, a programme of planting of two crore saplings in
association with the forest department will be held. The Task Force is also
examining the mini hydel power plants that are either already operational or
under construction. The Task Force is collecting information about the
forest department clearance they have obtained, Hegde explained. He also
said that smuggling of invaluable medicinal herbs from the Western Ghats to
Kerala and foreign countries is being undertaken. To create awareness among
the local people and officials and explain to them the plans of action about
the conservation of medicinal herbs and plants, a special workshop is being
held in Ujire shortly, he revealed.

The All India fact finding team to study the nature of the problems
faced by the people of Chhattisgrah in the context of the Maoist
activIties in the region and the demolition of the Vanvasi Chetna
Ashram by the local authorities in Kanwalnar near Dantewada on May
17th 2009, met the Governor of Chhattisgarh ,E S Narasimhan ,in
Raipur today. The team submitted a memorandum based on their visit to
Kanwalnar, Dantewada and several interior areas of Dantewada and
Bijaupur districts.
The team ,which did the fact finding from May 29th to May 31st,,
met Gandhian social activist running the VCA, Himanshu Kumar, Manish
Kunjam, former MLA of the CPI , and the SP , Dantewada ,Rahul Sharma
. The team visited the demolition site and spoke to various people (
villagers, civil society activists , and local media persons ) in
Kanwalnar, Lingagiri, Basagudha, Kamaram, Bijapur and Dantewada. All
of them confirmed and acclaimed the constructive work that the VCA
has been doing in the region for the last 17 years. The Governor
assured that he would look into the points made in the Memorandum.
On the basis of the interaction with the local community and
authorities, the team members strongly suspect that the vindictive
attitude shown by the authorities in demolishing the Ashram, when the
issue of its encroachment was pending in the court, stemmed from the
fact that the VCA’s founder had raised his voice against human
rights violations in the fight against Maoists and opposed the Salwa
Judum campaign.

MEMORANDUM ON DEMOLITION OF VANVASI CHETNA ASHRAM ON MAY 17 2009
· The Vanvasi Chetna Ashram (VCA) was implementing various
government schemes in the area including Mitanin health programme ,
watershed development, water and sanitation programme in villages and
Salwa judum camps and Himanshu Kumar was also on various government
committees including district legal aid committee. It is inexplicable
why an ashram run by him should have been demolished.
· We think the government should have been grateful to him as he has
been doing this constructive work in the region for the last 17
years, without any vested interest.
· As the matter of land is subjudice the action of the demolition
of the ashram by the district administration was unwarranted.
· The authorities’ contention that the land which was earlier
agricultural land in government records was changed to revenue forest
land , is unprecendented, We think that the due process was not
followed in this case.
· The VCA was engaged in the important task of resettling the
internally displaced persons in their original villages which no
government agency had undertaken inspite of the Supreme Courts
instruction to the CG government .
· The team spoke to various persons ( villagers, civil society
activists and local media persons ) in Kanwalnar, Lingagiri,
Basagudha, Kamaram, Bijapur and Dantewada.All of them confirmed and
acclaimed the constructive work that the VCA has been doing in the
region
· The resettled villagers need immediate provision of facilities
like PDS, primary health, primary education and ;public transport .
We hope the government would do the needful in this regard without
delay.
· We sincerely hope the authorities would take remedial measures at
the earliest to mitigate the problems of the VCA and enable to it
continue its constructive work in the area.

I respect your decision. It is demoralising when people do not respond the way we want them to.
I would like to contribute the money I sent to you for cancellation expenses and/or for the meet that has been organised on the 6th and 7th- the issue of water is important and I would like to be part of whatever effort is being made by the Bilaspur group.

possibly the strong and silent majority did not want the dcm4 anyway and so voted against it! and in a way voted against the formalism necessary to hold such a meet. these meets do provide a good opportunity for exchange of views and quite a few people do participate in them. however organising such a meet is a headache and so some formalism is necessary. as for me i have perforce had to adopt some minimal formalism to survive in a centralised world.
