Abhitesh,

There is a big difference between people killing people and state killing people.

People killing people is always unlawful. State killing people in certain situations is legal. So you as a person, Abhitesh Sharma, I am sure value your right to life. It belongs to you self-evidently. But at the same time you have given the right to the state to kill you under certain situations and after a due process. Are you, Abhitesh Sharma, not concerned that when the state attempts to kill you, it is following the due process that you have agreed to and that there is sufficient justification?

When you deposit money in a bank, it is for safe keeping and the expectation is that the bank will not steal that money from you. Do you not check your monthly statements to see that the bank is not stealing your money? When you have deposited your right to life with the state will you not keep a tab on whether it is misusing your trust?

The primary role of human right activists is to keep a tab on this trust between people and the state. People killing people is a law and order or judicial concern. If this was their primary concern, the human right activists would have chosen police or judiciary as their career.

In theory Alok is right; but implementations always come with collateral
damage.

There is no "N" letter imprinted on a Naxlite's forehead so that police can
shoot down only people marked with "N". So is the case with the terrorists
- "There is no letter "T" on their forehead".

So, what option the Police have to deal with these "N & "T". Can they close
their eyes to the heinous crimes of these non persuadable Naxlites.

Human right activists and far left liberals jump in, when they see that
Government is about to hunt down these radicals; they have got only solution
- i.e. talk. If the "N"s and "T"s were persuadable, we wouldn't be seeing
this day. Those who tasted "Gun" power will love to retain that power until
their death. And even if we are succeed with 'a few' "N-T"
(Naxlite-Terrorist) surrenders , a majority of "N"s and "T"s will still
not surrender and keep doing, what they have been doing.

I see liberal justices like Rajinder Sachar too crying foul against
Chidambaram's Naxlite policy. Dr. Binayak Sen, a known Naxlite sympathizer
also singing the same "talk" solution.

If I were Chidambaram and received this letter, I would have politely
summoned all these activists/sympathizers and had shown them the movie "Jis
Desh Mein Ganga Behata Hai" at my residence. After the movie, I would have
asked Gentlemen/Gentlewomen -

"Now , who is going to play the real life Raj and bring the Naxlites to
mainstream ?" We waited for years and couldn't succeed. The average citizen
is supporting use of force against these radicals and we are under pressure
from law enforcement agency also, as they have been killing our COPs.

A helicopter is ready to take you to the Naxal areas - now and you are
welcome to give your best shot. If you fail to persuade these Naxals, never
ever come against the way of Government ?"

Now, I will leave the answers to the readers of this forum.

Would Dr. Binayak Sen, Medha, Justice Sachar board the helocopter or not ?

Please ponder and liberals are welcome to offer solutions, of course other
than this "talk", which is not working.

And , for god sake don't link lack of development and poverty to Naxlite
issue as these Naxlites themselves are anti-development and blocking
development in those areas.

Yeah right! And if one day Maoists come to power would you like them to use the army against Indian citizens (Chinese example) or would you like the army to be neutral to politics (Nepal example)?

There are significant parallels between Taliban and Naxals. Absense of government, infrastructure and economic opportunities, access to firearms, access to a population isolated from modern world. When these factors are present, you will genrally get a mafia type armed organization. The immediate cause can be whatever clicks with the people - communism, islam...

If by "drones" you mean armed and unmanned combat planes, India does not have that capability. And I am pretty sure no one will provide it to India for shooting at tribals.

After the chimney crash, campaign gets off in Korba to make Bharat Aluminium
Company Limited (Balco) again a Public Sector Undertaking (PSU).

Sterlite, a group company of Vedanta Inc, had bought 51 per cent stake in
Balco for Rs 552 crore when the National Democratic Alliance (NDA)
government decided to divest the government stake in the public sector
company in March 2001.

"We would urge the Union Government to explore legal options to make Balco a
PSU again," Leader of Opposition in Chhattisgarh Legislative Assembly,
Ravindra Choubey said.

Choubey said that the Balco management was keeping all norms at bay while
taking up any project in its site. "This could be possible only if the
company enjoyed the protection from the high office in the state
government," he alleged. The lives of 41 people could have been saved had
the state government acted timely to stop the illegal construction of
chimney, Choubey said. On September 23, the under-construction chimney at
Balco's proposed power plant collapsed killing 41 persons. The rescue
operation took nearly a week to complete.

Choubey said adding that despite serving several notices, Balco continued
with the construction work of the chimney underlining that the company was
not scared of government agencies.

The only option left was to make Balco a PSU again if there is any provision
under the disinvestment law, Choubey said. "Our fight against Balco is to
provide justice to the family members of those killed in the incident and
punish the guilty officials," he added.

Meanwhile, the Chhattisgarh Pradesh Congress Committee alleged that the
state government was not serious to probe the matter. "Even after 10 days,
the state government is yet to announce who will conduct the investigation
and the points on which the judicial probe will be conducted," State
Congress President Dhanendra Sahu said.

This is how we are killing our own agriculture and Food security
systems. I am copying below an example from MP.we pay money to invite crisis, then we spend money to face
crisis.....all evidences show that whenever we import food grains, we also
import huge problems like weeds. Its a package. So we have just one
option....be selfreliant in food production, protect our agriculture
otherwise we will be killed by multinational corporations.

*Alien weeds in imported wheat*

Jabalpur: The Directorate of Weed Science Research, Jabalpur has detected
seven more alien weeds species in Madhya Pradesh, Karnataka and Maharshtra
where wheat grains imported in 2006-07 was distributed under PDS.

The directorate has launched a surveillance program to identify areas and
study impact of alien weeds were identified in imported grains.

Over 62 lakh metric tonnes of imported wheat grains was supplied under PDS
in Madhya Pradesh, Chhatisgarh, Tamilnadu, Andhra Pradesh, Kerala,
Karnataka, West Bengal, Maharashtra, Gujarat and Orrisa.

Seven news alien weeds detected from imported wheat grains are echnochloa
cruspavonis. heliabthus californicus, bromus secalinus, bromus rigidus,
cenchurea solsitialis, cenchurea maculosa and chicorium pumilum in Madhya
Pradesh, Maharashtra and Karnataka.

Earlier identified five alien weeds are Ambrosia trifida, Cenchrus
tribuloides, Cynoglossum officinale, solanum carolinense and Viola arvensis
are mainly found in imported wheat grains during this period.

The quarantine norms fixed by the union government for import of wheat is
100 seeds of weeds per 200 kilogram is permissible for import. Directorate
of weed science Research consultant for weed surveillance programmes Dr JP
Tiwari told HT that various centers are functioning across the states where
imported wheat grains was supplied.

He said the centers in Madhya Pradesh, Maharashtra and Karnataka has
reported of seven new alien weed species detected in imported wheat grains.
He said the directorate has requested the center to give global positioning
systems hand sets to surveillance inspectors deputed in centers to speed up
identification work.

He said the alien seeds spread when the people remove unwanted particles
from imported wheat grains and throw waste in garbage, compost pit or any
other place from where it reaches to fields, forest and fallow lands.

RAIPUR: Chhattisgarh police have interrogated several Chinese engineers
employed by Shandong Electric Power Construction Corporation (SEPCO) at
Korba town to probe the Sep 23 collapse of an under-construction power plant
chimney that killed 45 workers.

"We have interrogated a few Chinese engineers of SEPCO since Monday
regarding the Balco tragedy and have also collected some documents," Vivek
Sharma, police station in charge of Balco Nagar in Korba, said.

He said the interrogation was part of a police case lodged at Balco Nagar
police station by the Chhattisgarh government after a 100 metre high chimney
for a 1,200 mw thermal plant collapsed on September 23.

The Chhattisgarh government has also ordered a judicial probe, but is yet to
announce the name of the judge.

Vedanta Resources Plc-controlled Balco in which the Indian government holds
a 49 percent stake, had awarded SEPCO the task of constructing two thermal
power plants of 600 mw each at Korba, 250-km from here.
