According to a source, the table above is put together by collating
"information taken out from the state government's website".Though the
links/URLs etc. are not provided.
And, while an MoU can have a "secrecy" clause, regardless of whether it
would stand scrutiny of the law of the land; the state government cannot
conceivably enter into any secret MoU as regards any
commercial/industrial enterprise.
Does anyone have any info on the
MoUs with transnational firms as referred to by Arundhati Roy in the
news report at

Yes - I did some searching and I do think these are the same MOUs referenced
for the beginning of the SJ. The dates are a month apart, but close to the
SJ formation date... and the locations match other reports about those two
MOUs. So I'm not sure what other details of the MOUs are covered by the
secrecy clause.

- is there some kind of law covering this, or is it just that RTI should

Dear Friends

Some time back I told about Quashing of Environment Clearance granted to M/s Athena Chhattisgarh Power Ltd for 1200 MW Power Plant at village Singhitarai in Dhabhra Tahsil of district Champa Janjgir.

Fresh public hearing on order of Ministry is to be held tommarrow on 05.04.10 at Block Office Dabhara near Agrasen Bhawan from 12.00 pm onwards. This time public hearing venue has been choosed about 20-25 km away from project site Singhitarai to restrict active participation and agitation.

On this 2nd I had been in a public meeting of villagers in village Badadarha. They are committed to not allow any power plant in the area and to not share land. They are willing to register their protest in this public hearing but due to distance of 20-25 km and lack of transport fascilities they might not be able to go there.

Just I got a call from Singhitarai that company is arranging vehicles for villagers and offering money to speak in favour.

Please do reach Dabhara before 12.00 noon to support villagers of Singhitarai and other villages of Janjgir-Champa where 21 major power plants are to come and in principal approval from Ministry of Environment and Forests has been granted and many more are in que.

Nendra : Case against police dismissed by High Court

Dear friends

Himanshu Kumar of Vanvasi Chetna Ashram has sent a report saying
police took Veko Sinna of Nendra village to Bilaspur High court and he
was forced to say that though the where about of his sister and father
still remains unknown but he has no complaint against the police.

Earlier Veko Sinna has charged police with abduction of his sister and
murder of his father from Nendra village.

High court has promptly dismissed the case ignoring the request of the
lawyer that Veko Sinna's statement should be taken after few days when
he is not under the influence of the police.

Veko Sinna has said in his statement that VCA had forced him to
complaint against police

The census is a challenge throughout India. When I check the 2001 census data with ground reality prevailing in the villages I always find it to be wrong even after correcting for expected changes due to the lapse of time. Instead of having poorly trained and ill motivated school teachers doing the enumeration, in rural areas at least this should be entrusted to the Gram Sabha. The Gram Sabha should be empowered and trained to do the work because then the data will be much more authentic. At present all planning in this country is done on the basis of unauthentic data collected by the census and the patwaris. That is why our planning is cockeyed and inequitous.
