Tribals rally against anti-Maoist ops in Orissa

Malkangiri (Orissa), Apr 2 (PTI) Hundreds of tribals today
demonstrated against the proposed joint operations against Maoists in
Koraput-Malkangiri-Dantewada area on the state's border with
Chhatishgarh.

"We are opposed to any kind of operation in our areas as tribals will
be in trouble in the name of anti-Maoist operations," Rama Rao Majhi,
president of the Kanda Reddy Unnayan Sangha which organised the
protests, said.

In a memorandum submitted to the district collector, they said that
the operations would prevent gathering of forest produce from jungles
and women who did it would be at risk.

They also demanded supply of drinking water, health care and other
basic facilities in tribal villages.

"The government will take care of needs of the tribal population in
Malkangiri," District Collector R Vinil Krishna told the tribal
delegation.

The administration made tight security arrangements in view of the
rally which was peaceful, police said.

Would arms include bows and arrows? Naxalites might vanish, tribals
may not be able to.

Arms include those that are planted on people by the security forces as has happened in the case of Prakash Korram of Ekta Parishad.

The most striking thing to come out in Navlakha's lengthy piece is the active involvement of the general adivasi populace in the janathana sarkar in Abujhmaad. One does not know how spontaneous this is because obviously Navlakha could not have probed this very deeply.

However, even if it is partly true it might explain why the security forces and the Salwa judum are attacking and killing the non-combatants also. But the saddest part is that the adivasis in this naturally rich belt have been presented with a hobson's choice of dying one way or the other.

Chidambaram makes fresh offer of talks with Naxals

LALGARH: On his first visit to the heart of Naxal territory in West
Bengal, union home minister P Chidambaram on Sunday ruled out
involvement of military in anti-Maoist operations and made a fresh
offer of dialogue with the left-wing extremists.

Visiting Lalgarh in West Midnapore district for an assessment of the
situation and review of the anti-Maoist drive, Chidamabaram also said
during discussions with chief minister Buddhadeb Bhattacharjee in
Kolkata, he had stated that the "buck stops" at the chief minister's
table with regard to the law and order issue.

He termed the Naxals as "cowards" who are hiding in the forests and
slammed them for using tribal group People's Committee against Police
Atrocities (PCPA) as a front organisation. The PCPA has called a
24-hour bandh in West Midnapore, Purulia and Bankura districts in
protest against the home minister's visit to the area.

"No, we are not contemplating military action against Naxals and state
police, state armed police and paramilitary forces alone will be
deployed to fight the Naxals," he told reporters after an hour-long
meeting with top police and administrative officials here.

"Naxals are cowards. Why are they hiding in forests? We have invited
them for talks (but) after they abjure violence. If they really want
development, if they really want to solve problems of the people, they
are welcome to talk.

"I have said we can talk about anything in the world. (They should)
just give up violence," he said.

Expressing concern over the "direct or indirect" support to Naxals by
PCPA, he said if they a genuine problem, he was willing to lend his
"good offices" for ensuring talks between them and the state
government.

He said he has appealed to the villagers not to support the Maoists,
which they were doing out of fear.

"I appealed to them not to provide any moral or material support to
the Naxalites who can do no development for the people," he said.

Agreeing that the villagers had reasons to be aggrieved due to lack of
development, Chidambaram said, "I told them Naxals are killing you and
will continue to kill you and they have no place in the society."

Chidambaram, who flew in here by a helicopter from Kolkata, described
as "mixed" the outcome of the joint anti- Maoist operations saying
that certain "weaknesses" need to be rectified.

He also said that intelligence reports suggested that Naxals were
constantly regrouping to carry out low-intensity conflict and that
there was a need for constant vigilance in the fight against them.

Headcount in Maoist-hit Chhattisgarh a challenge

Census 2011 is set to face multiple challenges in insurgency-hit
Chhattisgarh. A total of 12 of the 18 districts of the State are hit
by Maoist activity.

The State Government is likely to send a proposal to the Union
Government to double allowances and give insurance coverage to
employees and officials deployed in census work in districts such as
Bijapur, Dantewada and Narayanpur.

Sources said the administration in these districts was finding it
difficult to carry out census in hundreds of villages located in
remote forested areas with a strong Maoist presence.

The worst-affected districts where census officials may face rough
weather include Bastar, Bijapur, Narayanpur, Dantewada, Kanker and
Rajnandgaon districts where security personnel comprising State forces
and central paramilitary troops have been carrying out Operation Green
Hunt and Trisul against the ultras.

“It is not possible to use security forces for the whole period of
census preparation which will in any case take not less then
one-and-a-half month time,” a district official said.

While the administration has sent a proposal to double the census
allowances of the employees and officials involved in the work the
Dantewada administration has requested to extend the census period up
to July 15 from June 15 in view of the location of villages in remote
areas. The request has been made also on account of security reasons.

Despite odds, the administration in affected districts is trying to
enlist local people’s support in the census work by educating them
about the benefit of census. “The census work will be completed by
carrying out an awareness programme. If needed, we will also use
force,” a Bijapur official, on condition of anonymity, said. He said
that employees and official being trained to carry out the census are
also being advised not to risk their lives and immediately inform the
administration in case of any difficulty faced during the process.

Sources said there is a need of about 50,000 officials and employees
to carry out the census work between May 1 and June 15. Employees and
officials may be taken on deputation and, if needed, services of
retired employees may also be deployed.

However, given the situation in Maoist-hit areas, even officials are
weary of being employed in census work specially in areas yet to be
penetrated by the administration.
