After Naxal attacks, CRPF desires to withdraw from Bastar

The Central Reserve Police Force (CRPF) has expressed a desire to withdraw
from all interior locations of the worst-hit Naxal area of Bastar in
Chattisgarh, a move opposed by the state police.

Official sources, who referred to this wish by CRPF, said the para-military
force has also approached Chhattisgarh Police to provide security to its
camps at Narayanpur where 27 security personnel were killed in a Naxal
ambush recently.

Immediately after the attack, senior CRPF officials were up in arms and said
they would be abandoning the post at Durai road if the state police did not
guard the two camps in the area, about 300 km from Raipur.

Around 50 police personnel each were rushed to these two camps, a move which
was seen as "strengthening of the camps."

At least 26 CRPF personnel and one state policeman were killed by Maoists on
June 29 when they were returning from road opening duties.

The CRPF has also listed four places in Narayanpur and Dantewada from where
they would be shifting their base, the sources said, adding initially the
para-military forces wanted to shift their camps closer to the National
Highways, which was, however, objected to by the state police.

The CRPF has demanded presence of one-third of district police in every
operation and for road opening party. A meeting between the state
authorities and the CRPF witnessed heated arguments over the issue and it
was decided that road opening duty was exclusively of CRPF domain and there
would be no local presence, the sources said.

Union Home Minister P Chidambaram has also indicated that the CRPF in
Chattishargh needs to be relocated and reconfigured. Taking a cue from this,
the CRPF has decided to keep a minimum strength of 200 personnel in each
camp.

About the rescue and relief on the June 29 killings, the sources said the
state authorities pointed out that no help was received from the two camps
which were located within five kilometres of the area. The first rescue team
came from a CRPF camp located nine kilometres away.

Appeal on behalf of social activist Trepan Singh Chauhan

Dear friends,

Many of you probably know or have heard of Trepan Singh Chauhan, a leader of the Chetna Andolan in Uttarakhand as well as a well known novelist, writer, activist and intellectual. Trepan has been a key
activist and leader in many of the movements that have swept Uttarakhand in the past few decades, including the Chipko Andolan, the agitation against the Tehri Dam, the Uttarakhand Movement and so on. He has also written a novel and a collection of short stories that have been widely appreciated and that have established him as a figure in the literary scene in Uttarakhand. Throughout, he has maintained his commitment to radical politics and people's struggle. The most recent effort, undertaken by him and his comrades over the past few
years, has been to organise industrial workers in Dehradun and link their struggles with those in the rural areas, thus building a State-wide political mobilisation that has been aimed at bearing fruit in 2014
(the year that elections will next take place in the State). The new union was to have been registered this month and has already developed a mass base among the migrant worker belts in the city.

Trepan has been a comrade and a friend to many of us for years now and it came as an enormous shock to him, to his family and to all of us when he was diagnosed with pancreatic cancer about two weeks ago. He was
rushed to Delhi, where he has now been admitted to AIIMS. The doctors have decided that the best course of treatment will be surgery, albeit at considerable risk. The resulting expenses - even at a public hospital like AIIMS - are of course well beyond what either Trepan or his organisation can afford. In this context, an appeal is being
made for donations to help pay his costs. I am attaching a note prepared by those who have been coordinating his treatment here which has details on how and where the payments can be made (as well as some
more background on Trepan and his work).

Please treat this request as urgent. The surgery is to be performed within ten days' time. The expenses have already crossed what can be afforded and the entire thing is running on practically a day in and day out basis. If you are able to donate, please let us know.

It is better for Asish Gupta and Moushumi Basu to declare that they are
spokespersons of the Maoists. Instead of using PUDR, another so-called
rights group, they should come openly to reveal their identity. Cherukuri
Rajkumar was no Mahatma Gandhi. He was third in command in the CPI
(Maoists). Did he or his likeminded people show any such leniency while
dealing with CRPF Jawans? Why then Asish is expecting the police to be
humane towards their enemies? He may have grouse against the police or
paramilitary forces but why did the Maoists derailed a train killing 150
people near Jhargram?
The Maoists have waged a war against the state of India and Asish should
know everything is fair in war.
Astonishingly, the PUDR never came forward to condemn the brutal killings of
76 CRPF Jawans in April and 26 Jawans last month.

Demand Padma awards for martyrs like Satyendra Dubey and Manjunath

अमिताभ जी,

आपका आलेख पढ़ते हुए मंजूनाथ का लंबा-सांवला मासूम चेहरा याद आ गया जिसे मैंने उनकी शहादत के बाद पत्र-पत्रिकाओं में देखा था. सत्येंद्र की तसवीर देखी नहीं तो भी दिमाग़ उनका स्केच बनाने लगा. धन्यवाद कि आपने उनकी याद ताज़ा करने का काम किया. ऐसे लोगों को बार-बार याद किया जाना चाहिए. सुना है कि आईएएम, लखनऊ ने मंजूनाथ के नाम पर किसी कार्यक्रम की शुरूआत की है.

बेशक, ऐसे नाम हिम्मत और हौसले का प्रतीक हैं. दोनों ने सरकारी सेवा में रहते हुए भ्रष्टाचार पर टिकी व्यवस्था के ख़िलाफ़ मोर्चा खोला और उसकी कीमत अपनी जान देकर चुकाई.

भ्रष्टाचार राज्य के नैतिक पतन का लक्षण है. तो उसी राज्य से अपने नायकों का सम्मान किये जाने की उम्मीद करना मेरे लिहाज़ से उनकी शहादत को हल्का कर देना होगा. उनकी निष्ठा, समर्पण और अडिग मूल्यों को राज्य की मोहर की ज़रूरत नहीं. यह तो राज्य के लिए सार्टीफ़िकेट होगा कि वह भ्रष्टाचार को नापसंद करता है. और हम जानते हैं कि उसी व्यवस्था की कृपा से आज हर शाख़ पर उल्लू नहीं- मधु कौड़ा, सिबू सोरेन, केतन देसाई जैसे लोग विराजमान हैं. गिनती के लोग दिख रहे हैं और बाकी छुपे बैठे हैं. अहमदी साहब से लेकर मायावती भी झलक दिखला रही हैं. खुली आंख से देखा जा सकता है कि सरकारें किस तरह आंख मूंद कर घाघ कंपनियों के सामने बिछी हुई हैं और इसके लिए अपनी ही जनता के ख़िलाफ़ खड़ी हुई हैं. उस पर तुर्रा यह कि बेशर्मी के साथ विकास और शांति की दुहाई दे रही हैं ? उनका नार्को टेस्ट कौन करे ?

अच्छा तो यह होगा कि मंजूनाथ और सत्येंद्र जैसे प्रतीकों को स्थापित करने का काम नागर समाज करे और इसकी पहल आईआरडीएस जैसी संस्थाएं करें.
