How do we deal with it?  We bought a Tootsie Roll distributor...hehe. Seriously, we have constant human vigilence on the litter boxes. Our cats are all "indoors" and the chihuahuas are never unsupervisored outdoors.  We have urban coyotes and hawks/owls to contend with.

Marsha, I really laughed out loud at your response.  We have four resecued cats and three chihuahuas.  Our Pancho, Cisco and Rosie all think the litter box is full of "tootsie rolls." It is a constant challenge.
