I will try the treats, as I have done all that you have suggested 
except for the treats to no avail. Our older Chi was never this 
combative and he is usually off lead when with me. But when we go 
out and want to take the pups with us, outsife cafes, shops and what 
not, ciy regulations state they must be on lead.
