Personally for whatever it's worth I don't think you should ever use a collar
on a small breed. One scare or jerk of leash and you could snap theie neck.
Please use harness.

well savannah is 2 months old and she hates both lol. I tried the
harness first because she is so tiny and she hated it then i tried the
collar and leash and she still hated that. I think with time they will
just adjust to whatever you decide to go with. I like the harness
because that way they don't choke themselves. I think at first you
should try the harness. Hope this helps
