Unfortunately, if the dog has shelter (such as a dog house) and is 
being fed and given water, there's not anything illegal about the 
situation in most states.  It's a horrible reality. 

I would do what someone else suggested and go talk to the neighbor and 
see if he can't please, please bring the dog in during cold weather.  
Even if you do contact the Humane Society or something and they send an 
animal control officer out, they probably won't be able to take the dog 
unless he is starving or mistreated physically.  Huskies are bred to 
live outside in the snow and ice so I don't think he can freeze to 
death.  But, to me and most people, it's very cruel to leave a poor dog 
tied out all alone with nothing to do and no one to be with.  I really 
wish they would change the laws against tying a dog out.  I think all 
dogs belong inside with their families! But, unfortunatley, it's not 
the reality and it happens a lot, everywhere. :(
