a lot of this is going to depend on your purpose for the pup. Do you plan to 
breed or show or will the pup be a pet only? Assuming you are looking for pet 
quality, I would look for a pup that is alert and playful, is eating well, does 
not show any signs of health problems, is from a reputable breeder who will 
give a health guarantee. The pup should not be growling and biting when you 
pick it up, but it also should not be crying. Expect it to be a little shy ect, 
but not overly afraid. a nice "hyper" puppy will actually be good because it 
can be trained to be calm more easily than a frightened one can be trained to 
trust. As long as it isn't showing signs of aggression, hyper is acceptable in 
a young pup. Do not get a chi before 8 to 12 weeks. (8 being the legal min in 
many states and 12 being the higher end age that some breeders hold for)

I could go on and write a book....but then I would have to charge you for it, 
so I'll stop now....
