You should basically be interviewed maybe even asked to give references as
to where you will keep the baby, what other dogs or kids live there, is the
yard safely fenced, etc. Someone who is willing to just sell you a dog and
does not care enough to inquire as to where it ends up is not to be trusted
IMO.

I agree you should be interviewed, but having done this, do you know how
many people you interview and think would be great, end up not being so good
for the dog? You just can't tell about people sometimes, they will tell you
anything and get get others to lie for them also. I just think your
statements are too broad and general, too black and white and that is not
the way things always are.
