Hello: I would try a Gentle Leader Harness. Your pup will never pull. I know I liked them. One of my Chi's did not mind it but the other just hated it the harness. You do have control over the Chi or any size dog. I always liked using them but my wife does not so we do use another type of harness most of the time.
