The reason why the Federal government will not change the law on the rabies shot is because Dr. Dobbs research is based upon statistics and not an actual experiment where a dog is given the vaccine and then lets say 5 years later is allowed to be bitten by a rabid animal to prove that the dog can not actually get rabies or spread it. ===================================== Well I can understand this.
