both of mine used puppy pads at first. I know I put Dolly outside to go potty, 
she didn't really learn to go out every time until I had my neighbor's dog 
visiting. Dolly was learning to go in and out with Mandy. Desi was my total 
nightmare. he would go outside be out there for a long time, and then would 
come in and potty wherever he pleased. finally, I would put him outside and 
close the door. I would watch through the living room window, and he would just 
be wandering around back and forth. after about 20 minutes he actually went off 
of the patio and went potty. I had to repeat that almost a week before he 
understood that he had to go potty when he was out there. Dolly learned from 
Mandy, Desi did not learn from dolly. Desi was a little chubby boy, so I 
couldn't do the routine treat after every time that he did right. when his 
weight finally got down to a healthy weight that is when I started giving him a 
treat when he came in after going potty. we do have  puppy pads in the house, 
and they do use those at night or during the day if I'm sleeping. On cold and 
rainy days they also use the puppy pads. I have 1 of the puppy pad holders and 
I experimented 1 day when it was raining this past summer. I put it right 
outside the door in the corner of the patio. Dolly and Desi have used that 
puppy pad  quite a few times. some people have taken the dog out on leashes in 
the yard to get them to go potty and understand that is where they are supposed 
to go. good luck, I hope that she picks it up really soon.
