[Chihuahuas] Cody behavior problems

He's sweet but bad sometimes. he seems to think he can go anywhere he wants  
like down the road to the neighbors. and he likes to chase cars how do I  teach 
him to stop this?  I  yell at him to stop or come back but he ignores me.
