Very dangerous!  Robert no untrained dog should be allowed to run free, or
be off a leash when outside. You should always walk him on a leash with a
harness. Never use his collar with a leash on it. Be careful that he doesn't
escape from the house and you won't have to worry about him being at the
neighbors or getting hit by a car, or being prey for another animal. 

He also needs to learn the 'Come' command. Never use a dogs name when you
scold them. Other wise the dog associates his name with being yelled at and
won't come when you call him. 

The easiest way to teach 'Come' is when you are in another room or even if
he is lying down at the other end of the room, Have some little treats
available. Call  'Cody, Come!" give him a small treat and lots of praise for
obeying you. If you do that regularly around the house, he will learn that
it is a good thing to listen to you. If you don't always have a treat
available, make sure you use lots of the 'good boy'  praise whenever he does
come. Never, ever, use his name to scold him or for anything that has a
negative tone. 

You can also put Cody on a long leash and have him sit in front of you, then
walk backwards saying 'stay'. Once you stop give a slight tug on the leash
and say Come, and give him his treat and lots of praise. Keep practicing
until he gets it.

He's sweet but bad sometimes. he seems to think he can go anywhere he wants 
like down the road to the neighbors. and he likes to chase cars how do I 
teach him to stop this?  I  yell at him to stop or come back but he ignores
me.
