I dont really have any answers but seems as he has a lot of anxiety issues. I 
would look into dog behaviorists who are very knowledgeable with anxiety 
issues. You may have to take it really slow. Have a friend come and spend time 
with the family, and eventually a few mts alone with your dog, to get used to 
other people.

I'm so sorry you had crappy neighbors.
