The best option would be to see if it worked on another computer set up with
Chirp to see if it was a bad UV-82
It really wouldn't hurt to get a genuine FTDI Cable to program you UV-82, it
would have saved you a lot of time. You may have a cable that won't work with
Baofeng. It's a possibility.

While you're at it, go back into Device Manager, right click the COM PORT, and
tell it to Update The Driver. (It's can't hurt at this point!)
