Tell us these things.

What Operating System and Version are you using?
Example Windows Vista, or Arch Linux, etc.

Go to Device Manager if you're using Windows and see if there are any
Warnings especially under connections and com ports. If so, what are the
warnings?

Unplug your cable into the computer from your radio. One of the com ports
will go away in Device Manager. Now plug it in, you should get a
notification, what com port does it say? Do you get a notification?

Make sure the com port that you cable is using is the same one selected in
CHIRP.
