I have a couple of really stupid questions.

Is the radio turned on?

What COM ports are in the drop down list in CHIRP when you try to download from the radio?

What model of radio did you select?  There are several different Baofeng UV-82 types:  UV-82, UV-82HP, UV-82WP.

I downloaded the Chirp Software and I connected my cable to my laptop and opened the download and proceeded to program my radio and the a window opened and said......No file found
