Issue 1723: Selectable languages are not detailed enough

What steps will reproduce the problem?
1. Open the language options
2. Select a language to add
What is the expected result?
I can select different kinds of a language (e.g. german (germany) and
german (switzerland))
What happens instead?
I can just select the "head language".
Please provide any additional information below. Attach a screenshot if
possible.
IE and Firefox contain a more detailed list of languages (s. attachements:
de.jpg for german; en.jpg for englisch).
There are differences between these languages. In the swiss language the
letter "ß" is not existing; in germany it is.
