Issue 1993: Google Mail Send button not highlighted

Add OK or FAIL after other browsers where you have tested this issue:
Safari 3: OK
Firefox 3: OK
IE 7: OK
What steps will reproduce the problem?
1. go to mail.google.com
2. compose an email
3. type the body of the email
4. press tab
What is the expected result?
The "Send" button should have a dotted line around it to indicate that it is
the active button and return will "click" the button.
What happens instead?
No highlighting but pressing enter does "click" the button.
Please provide any additional information below. Attach a screenshot if
possible.
