IMO, it should definitely be set to last accessed, not FIFO.  Frankly, FIFO  
doesn't
even make sense in this case - you'd be very frequently deleting commonly  
accessed
cookies while wastefully keeping crap like tracking cookies that might  
never to be
accessed again.

And yes, this is the single most effing annoying bug in the entire  
browser.  Pleas
fix it soon!
