[Confirmed] again on 0.3.154.6, with reproduction steps:

PRECONDITION: The tab needs to be showing some webpage; it can NOT be  
showing the New
Tab page

What steps will reproduce the problem?  --  all for the SAME tab
1. Load any webpage in a tab.
2. Drag a file from the Desktop into the content pane -> tab title is  
Untitled
3. Drag same file into Omnibox -> tab title displays correct title
4. Drag same file into content pane -> tab title displays correct title
5. Load another webpage in the same tab
====> Now the text file problem will occur again!
6. Drag SAME file into content pane -> tab title is Untitled
7. Drag SAME file into Omnibox -> tab title displays correct title
8. Drag SAME file into content pane -> tab title displays correct title

Actually, this reproduces 99% of the time.  One time, I actually got the  
correct tab
title in Step 2; but only one time.

Anyway, isn't all this supposed to be solved by issue 2529 (for all file  
types)?  Or
is there some difference between online resources and local resources?
