Isn't the tab title all supposed to be solved by issue 2529 -> for all
file types?
Or is there some difference between online resources and local resources?

Regardless, solving this bug should also work for _all_ file types, so that
when I
download all the testing files from issue 2529 to my local computer and
load them
locally into Chrome, they should all display proper tab titles:
