What steps will reproduce the problem?
1. Display time from Javascript in browser

What is the expected result?
The correct time in India.

What happens instead?
The time is shown correctly.  E.g: If its 7 PM it says 7 PM, But not IST.
It shows Pacific Time. IST is GMT +053-, Pacific is GMT -0800, Hence in
reality the browser causes a problem of 13 hours, which shows up in
services like GMail.

possible.
