I agree this is not a duplicate issue of 1856, I verified issue 1856 it is  
fixed indeed.

To vineetp13:

As mentioned in comment #4, I changed my Time Zone to (GTM+05:30) Chennai,  
Kolkata,
Mumbai, New Delhi, and run new Date().toLocaleTimeString(), I can get the  
right time
though the time format is different than Firefox and IE7, but that's a  
different
issue. See picture attached.

To Jungshik:

On the previous Beta build, when run new Date().toLocaleTimeString(), the  
time format
we get on Chrome is entirely different than other browsers, Feng fixed it  
by making
it looks the same as Safari, but still we hard code it to 24 hours format  
regardless
of the different between each locale.
