I'm not sure we should do this.

I tested in IE and the behavior was pretty weird.  Focus wasn't restored to  
where I
had it on the page, but rather set to the first link in the page.  On  
documents with
framesets, this doesn't "navigate among frames" as described in the summary  
but just
does the same thing as on non-framed documents.

I'm half-inclined to suggest we suggest rip out F6, but leaving it as-is  
seems OK
too.  It's so hard to describe precisely what this is supposed to do, and  
it differs
enough between browsers, that I can't imagine users actually rely on this.
