Your right, I don't think users rely on this one, but some user issued this bug. Personally I like how safari dealt with F6. For example, take a look at this scenario: I am entering a comment, but I want to goto the address bar and copy something from the link (for some really odd reason). So I press F6, copy it, and then press F6 to go back to my same focus. The way I did it, works that way.
