I switched to developer channel and updated to 2.0.156.1 from 1.0.154.42. Gears went from 0.5.8.0 to 0.5.4.2 which seems quite weird. As said before 0.5.8.0 fixes the offline applications problem so I think your problem might be because of older Gears version. I tried reinstalling Gears from it's website but all my browsers say now that I have 0.5.4.2 version.
