I played for a while with the 2.0.156.1 version of Chrome and I noticed 4  
UI inconsistencies, including the one
in this bug report. I couldn't sum everything up in a single bug report  
without losing coherence, thus I
submitted 3 other issues separately. The two related issues can be found

Here's my description for this bug:

How to reproduce:
1. Click any bookmark toolbar folder; a dropdown menu appears.
2. Move the mouse pointer over other bookmark toolbar folders; notice this  
action does not close the dropdown
menu.

What shoud occur:
The other folder's dropdown menu should open.

How to fix it:
Force the other folder's dropdown menu to open on mouse in. This is the way  
the bookmark toolbar in Mozilla
Firefox 3.0.5 works.
