Comment #5 sounds like an ISP messing with the traffic. Comcast, for example, has been known to "shape" traffic resulting in slower downloads for large files. Basically, if your download is taking a long time they restrict your bandwidth. This should be independent of the browser. What happens with other browsers? Also, you should try this with Chrome 2.x as the http stack in the 1.x series is being completely replaced. Originally we used the Microsoft WinHTTP stack which we cannot modify or fix -- so we obviously would not be able to help with a problem on the 1.x series.
