This is a UI bug.  This is not a feature request.

There is confusion here between "tab" referring to a separate browsing  
process and "tab" referring to the
graphical interface strip at the top of the screen.  This bug is  
specifically regarding the ergonomic deficiency
of the close button on the tab-like graphical interface.

The graphic design of Chrome is no accident.  The placement of the "new  
tab" [+] button is is just as vital as
the placement of the "close tab" (x) button; their locations relative to  
the tab UI are one of the only hints as
to their function.  Labels would be obtrusive and a waste of space, sure,  
but even tooltips are absent here; the
user is trusted to rely on graphic design cues as well as prior experience  
with UI in general.

The design cues are clear.  A plus sign next to open tabs will create a new  
tab, a red X inside a tab will close
that tab.  However there is no indication to the user (and certainly little  
or no prior experience) that closing
the last tab in the strip will cause all of Chrome to disappear.  This  
means either:

a)the design of the button is deficient, or
b)the function of the button is erroneous.
