I happened to delete my previous comment by mistake, attaching them back  
first.

I cannot reproduce this issue on my Dutch XP, please refer to picture  
attached.

If you cannot get Dutch default search engine, I guess your "Location"  
locale is not
Dutch, can you please check this:

1. Make sure your "Location" locale is set to "Nederland"
    >>It is under Control Panel -> Regional and Language Options -> Regional  
Options

2. Delete old profiles "Preferences" and "Web Data"
    >>Under C:\Documents and Settings\<user name>\Local Settings\Application
Data\Google\Chrome\User Data\Default

After doing this, you should be able to get default search engines for  
Dutch without
reinstall Chrome.

As for your Chrome UI language, can you please check if the value  
of "app_locale" is
"nl" for Dutch in file "Local State"?

It is under C:\Documents and Settings\testing\Local Settings\Application
Data\Google\Chrome\User Data

It should be "nl" if you selected "Nederlands" from Chrome download website.

If that value is missing, what language Chrome UI showing depends on  
your "Standards
and formats" locale, it is also under Control Panel -> Regional and  
Language Options
-> Regional Options.
